近年来，笼罩中国五分之一国土的雾霾，形成全球最大规模的环境灾害，使中国成为国际社会高度关注的焦点。这些环境问题的集中大规模出现，使得中国民众最关注的社会问题已经越来越转向健康安全、污染防治，而过多的碳排放、急速的能源消费增长和能源进口，也使中国成为国际社会关注的焦点。中国已经制定了世界上很严格的环境保护法，采取了其他国家无法实施的严厉措施，制订了世界上最大规模的节能减排计划，中共十八大又提出要发展绿色低碳经济、实现发展模式根本转变，“十二五”规划制订了更高的节能减排和环境保护指标，本届政府也发出了 “坚决向污染宣战” 的最强音，颁布不久的《中华人民共和国环境保护法》，将保护环境作为“国家的基本国策”，提出各级政府必须将环境保护纳入国民经济和社会发展规划。在这一背景下，由湖北经济学院、日本名古屋大学国际经济政策研究中心、《经济评论》、《中国人口、资源与环境》编辑部等单位主办，由碳排放权交易湖北省协同创新中心（培育）、湖北经济学院环境资源与国际贸易学院、国际低碳经济研究所等单位承办的“第二届市场导向的绿色低碳发展国际研讨会”将于2015年9月25-26日在湖北经济学院召开。本次研讨会将采用大会主题报告与分组专题报告相结合的形式，并邀请国际上知名学者与国内学者共聚一堂，开展热烈讨论。现面向海内外广大学者征文。
During much of the past few years, one fifth of China’s land area has been shrouded in smog. Such an environmental hazard of the largest scale in the world today has brought China to the center of world attention. Due to the eruption of serious environmental issues, the Chinese people increasing turn their eyes to health safety and pollution abatement as social issues of growing importance. The 18th CPC Congress called for developing a green and low-carbon economy and transforming China’s development model.
In this context, an international seminar with the theme of “Second International Seminar on Market-oriented Green and Low-carbon Development” will be held at Hubei University of Economics between September 25 and 26, 2015 at Hubei University of Economics, Wuhan, P.R. China. Hereby, we would like to call for papers from Chinese and international scholars.

写作体例：征文请参照《中国人口、资源与环境》体例以中文写作，符合国际学术规范，且尚未被学术期刊发表或接受；并请将作者的相关信息（姓名、工作单位、通讯地址、联系电话、Email等）完整地列于与正文独立的首页。
征文提交：请于2015年8月20日前将征文电子版（Microsoft Word格式）发送到ets@hbue.edu.cn，并在邮件主题处标注“第二届市场导向的绿色低碳发展国际研讨会”字样。主办方将组织专家对征文进行评审，其中的优秀论文将被推荐直接进入《中国人口、资源与环境》和《经济评论》匿名审稿程序。论文入选及正式参会通知将于2015年9月5日前向作者发出。
本次研讨会不收取会务费；会议期间用餐由主办方统一安排；参会人员的交通费、住宿费自理。
There is no registration fee. Participants themselves should cover their own round-trip air tickets, international travel insurance and accommodation expenses. Free meals are provided during the conference by CHCIETS. CHCIETS will also provide help in arranging visas, hotel and local transportation to and from Wuhan Airport to the hotel.
