中欧核安全合作二期项目启动会在北京召开

      2017年2月20日-21日,“中欧核安全合作二期项目启动会” 在北京成功召开。环境保护部(国家核安全局)国际合作司副司长涂瑞和、核三司副司长康玉峰、核三司核燃料处处长刘怡刚、核安全中心总工程师柴国旱出席了本次会议,本次会议由对外交流合作部主任程建秀主持。
      会上,来自欧盟委员会、法国核安全局 (ASN)、法国核安全与辐射防护研究院(IRSN) 、RISKAUDIT公司、法国国家放射性废物管理中心(ANDRA)和西班牙TECNATOM公司的14名专家与中心多个部门(核燃料与放射性废物部、辐射防护与环境影响评估部、核与辐射安全研究所、核应急与辐射环境监测部、厂址与土建部、信息研究所、对外交流合作部)的代表共同制定了详细的工作计划并确定了任务节点。
      欧盟二期项目共11个技术子项,合作内容涉及多个领域,包括放射性废物、核燃料、公众沟通、应急响应与准备以及核安全监管技术研发基地建设等方面。此项目将通过人员交流、专题研讨、在职培训等合作形式,使国家核安全局及中心人员进一步了解欧盟的先进知识、经验和实践并将其应用至实际工作中。

EU supports China in the enhancement of capabilities in the area of nuclear emergency management and in the management of severe nuclear accidents

Today, a project funded by the European Union (EU) to enhance the capabilities in China in the area of nuclear emergency management and in the management of severe nuclear accidents has been successfully completed. The project's aim was to assist in the implementation of a comprehensive and generally applicable RODOS (Real-time on-line decision support) system for off-site management of possible nuclear emergencies. This tool provides coherent support at all stages of an accident (i.e. before, during and after a release of radioactive elements), including the long-term management and restoration of contaminated areas. It is able to support decisions about the introduction of a wide range of potentially useful countermeasures, thus mitigating the consequences of an accident with respect to health, environment, and economy.

The project has been implemented by the German Karlsruhe Institute of Technology (KIT) over a period of 2 years, and in close cooperation with the China Institute for Radiation Protection, the Shanghai Nuclear Engineering Research & Design Institute, the China Nuclear Power Engineering Co. Ltd. and the National Nuclear Emergency Response Technical Assistance Centre (NNERTAC) as the main partner organizations.

RODOS has been installed in, and will be operated by the NNERTAC. The KIT also provided training for RODOS operators and system administrators, enabling the new emergency centre to support a comprehensive assessment of the radiological situation following a nuclear or radiological incident or accident. It provides the basis for harmonized and effective nuclear emergency management, planning and response. The new installation will result in a more coherent response to any accident which may affect Asia or Europe and is an interlink to countries operating RODOS since many years.

This activity is part of a wider project being implemented in China under the auspices of the EU's Instrument for Nuclear Safety Cooperation (INSC) involving cooperation between European and Chinese organisations in the area of preparedness for and the management of radiological and nuclear emergencies.
